Tank Sniper?

I heard that there are snipers and tank o_o I would like to know that to build one, I Imajin 2 is 1 str or full cons.

hmm...a sniper who can tank?? how can you be a full con sniper?? you need str to hit the target! sure you will not die fast if you are full con, but what is the point of that when you will spend so much time just surviving hits from mobs??
I thought the whole idea of a sniper is to kill fast! ^^

Edit: maybe 2:1 con:str and 40-50 dex?? so a pvp with dex build?? im not sure. the con and dex will make you last longer?
