Well, you can't really rate them, because they're unique, like all of the heroes.

But i would say, Preto is really good, if you know what to do, and where to be when you attack opponents.

Kurotsuki is good against random peoples, because he can 1v1 really easily. If they play as a team, it will be harder, but a full stunned team can make the win.

For Sky, i didn't play him a lot.

All heroes are balanced. Don't need note.

There is never such a thing like perfect balance, there never has been and never will be.

Preto: quite nice mid / laner he is surely not the easiest hero and therefore you'd need some practice before you get good with him. He is also absolutely playable in a serious no noobs 5v5, as soon as you got enough practice with him.

Kurotsuki: he is one of only two heroes who can get 4x crit multiplier, so you can reach some pretty damn high dmg output with him, the problem is just, that he is melee, which isn't a problem against most players, but will be a real pain when playing against good players. I wouldn't play him in a serious no noobs 5v5, unless I want to do some tricky ultimate combo, where kuros ult could be a helpful addition.

Sky: The problem about Sky is, that he has a very low mana pool, so when you are playing with the 2 active dmg skills (which you should do), then you are probably using mana pots quite often, till you get a lot of stuff like diamond of great nature... Still he got 2 active dmg skills and probably viable 3rd skill in the form of his armor passiv, which can also make you kind of invulnerable sometimes. This invulnerability can be quite helpful, but there are actually some easy ways for your opponents to trigger it, while you don't need it, and therefore making it a bit useless. All in all he is an acceptable addition for a creep team, though there may be better creepers than him.
