S4 League HGWC Initializing Problem W[2003] L[0]

*I'm new to this forum, so this might be a wrong place to post this*

Hi, The problem I'm currently facing is that HGW never gets passed Step 4. Soon after, a message will show up saying:
"Failed to connect to server: W[2003] L[0]"

Figure this has to do with my school's internet; I went and looked for the ports used in S4. I found that these ports need to be open for playing:
TCP - 28002 - 28008 - 28012 - 28013

I went ahead and added them to my firewall exception list, then notified my internet director. However, the problem persists.

Then, I thought that HGWC might be the cause of all this, that it could be using a different port than the one the game uses. So, I tried searching for help online. Finally, I found that HGWC is indeed the one that blocks me from entering the game. Also, somebody said that I need to open up port 16666 as the program uses it.

I have not tried asking for my internet provider to open up this port because I want to confirm a few things.
So:
1. Please first tell me if the error message above is indeed caused by HGWC
2. If it were, would opening up a port help? If so, is it port 16666 or something else?
3. If it were port 16666, is it TCP or UDP?

Delete the HGW folder and try again.
Doesn't work? Reinstall the game.

Thanks for the advice

I'm not sure if reinstalling did the trick or not.
I did ask my internet provider to open a few ports though.

So if anybody has the same problem. The traditional reinstalling + opening up new ports would do.
